I found an old thread about this, but I'm wondering if anything has changed since then (http://social.technet.microsoft.com/Forums/en-US/46e91db4-c640-47d5-bfae-17ceca88b359/need-to-move-office-2013-pro-license-to-different-live-id?forum=officesetupdeploy)
We purchased several Access 2013 Retail copies for a client (they didn't want volume licensing for various reasons; whole other story). When we installed these on their machines individually, we linked them to our MS Live ID 'cause we're just getting on the Office 2013 bandwagon and it's confusing and different than 2010. We now realize we'd like them to be linked to our client's MS Live ID, but I can't find any way to transfer the keys over. I've tried to de-activate the keys with the ospp.vbs /unpkey:xxxxx command and reactive with the new Live ID, but it says it can't because it's already activated blah blah blah. I've tried to sign in to My Account on the Office.com page and activate the keys there, but after putting in the keys, they don't show up. I'm able to reactivate fine with our own Live ID afterwards, but it seems they just can't be linked to another account. Anyone have any ideas? Otherwise it's lots of time on the phone with MS I guess....
