Is Skype for Business client included in Office 2016 Pro Suite?

Hello,

We have Office 2013 Pro Plus Suite installed in our machines. Lync 2013 client (comes with the suite) is being used by users; Lync Server 2013 is in place. We would like to upgrade to Office 2016 Pro but Skype for Business is not included in Office 2016 Pro Suite.

In this case, is the standalone version of Skype need? We do not have Office 365 subscription; do we need that in order to have full Office Suite including Lync (Skype for Business) instead of Office 2016 Pro Suite?
