2 Seperate GAL in O365 wave 15 tenant

Good Day!!!,

We have some requirement for create 2 Separate GAL in Single O365 Wave 15 Tenant.

ABC.com is currently holding O365 Wave 15 tenant  with 15,000 users and now in this a group of 200 development user are brought by xyz.com . But both company mutually agreed to keep 200 users are still abc.com.

One requirement is that we need to create separate GAL for 200 users and this users should not to see 14500 is the GAL in the same way 14500 users should not to 200 users in the GAL.
