Setting up a Hybrid O365 without using Azure AD connect

I have a client that currently uses O365 with a on premise AD. They want create a hybrid environment, specifically the Exchange Management Server portion to manage everything with a GUI, but are actively shutting down Azure AD connect being part of the process. I understand fully the reasoning behind why Azure *should* be used but I can't make those points stick, so stuck with trying to work within the scope given. Everything I read seems to indicate that this is not possible. Can I setup a O365 Exchange Management Server without utilizing Azure? If so, what am I sacrificing to make this happen? If it cannot be done smoothly, is there a way to make it happen at all?
