Microsoft Access 2013 Runtime where and how to use it?

Hi!

I just downloaded and installed Microsoft Access 2013 Runtime on my laptop.

But how do I open it? I can't find it on the start-menu? Not under Office, not under Microsoft, not under Access and not under Runtime.

I'd like to use it to work on an Accessfile that has been made on my other computer, where I have a full licence Access 2013. How do I do that? I saved the file in my dropbox account, but can't open it or even download it with the laptop.

Anybody there that can give me instructions? :)
