How to open DBF files

As far as I can see Office no longer supports DBF files in Access.

There seem to be some hints that one can open them in Ecel but I can't see how.

Can anyone advise or is the only route to install OpenOffice or similar?

It seems very shortsighted of Microsoft to withdraw support for such a common file format, given that it isn't exactly a complicated one to handle.
