Office Deployment Tool only downloads part of the install files

Hello,

Today i have been having a lot of difficulty downloading office updates using the ODT. We are on an Office365ProPlus subscription and i have been using the ODT to download updates for several months now. In general it works. Today when i tried to download the latest updates the download will fail after downloading part of the installation files with the non-descript error that states there is soemthing wrong with my internet connection or i may be out of disk space. neither is true.

When i run ODT i get a new version folder, (15.0.4763.1003) in that folder i get streamx86.en-us.dat, 1321033.cab, i641033.cab, and s321033.cab. i also get v32_15.0.4763.1003.cab in the Data folder above the previously mentioned one.

Notice i am missing stream.x86.x-none.dat, and s320.cab.

i attemepted to download the files numerous times with firewall, antivirus, proxy, all off. same result. restarted machine, same result. changing the config, same result. same pointless error message.

here is my config. it has worked before. i also never get a log file, what am i doing wrong there?

<Configuration>

  <Add SourcePath="E:\setup\msdn\office\" OfficeClientEdition="32" >
    <Product ID="O365ProPlusRetail">
      <Language ID="en-us" />
    </Product>
  </Add>

  <Updates Enabled="TRUE" UpdatePath="E:\setup\msdn\office\" />

  <Display Level="FULL" AcceptEULA="TRUE" />

  <Logging Path="E:\setup\msdn\office\userlogs\" Name="download1" />

  <!--  <Property Name="AUTOACTIVATE" Value="1" />  -->

</Configuration>

Here is my command line run from elevated command prompt:

E:\setup\msdn\office>setup.exe /download configdownload1.xml

Now i banged my head against this issue for a couple of hours and got nowhere until i tried changing the command line to this :

E:\setup\msdn\office>setup.exe /download

When i run this command i get the missing files, but why? Note that i get only the missing files, not the others. If i delete everything and start with this command i only get the two files stream.x86.x-none.dat, and s320.cab. Then when i run the first command i get the rest, eventually i have the complete set, but why?

I remain completely confused.
