kms host for office 2013 and 2010

win2k8 r2 standard

1. installed and configured kms host (using all defaults)
   
2. installed and activated office2013 and office2010 kms host packs (on same kms host)
   
3. clients can find kms host in dns (verified using "nslookup -type=srv _vlmcs._tcp")

so far, i only managed to manually (force) activate an office2013 client using,

cscript ospp.vbs /act

i have also increased the "current count" for both (because it requires a minimum of 5) so that it starts activating.

question is, why "total requests" and "grace period" increases but not the "licensed count"?

is it waiting for something else to increase besides the "current count"?
